Notes from 15-minute public forum on 11th November 2025
There were 3 members of the public present.
Statements/Questions raised:
a. Thanks were received from the Coffee Morning group for the grant provided by the Parish Council.
b. Simon provided an update to the Parish Council:
i. Simon is keeping on top of litter. In a recent week, he collected four large red bags and two tyres — the most collected for some time.
ii. It has been reported to LCC via Fix My Street that diversion and road closed signs used during recent roadworks are still in place.
iii. Speeding through the village continues to be a concern.
iv. Phone and 4G/5G signal issues were raised as a serious problem, with residents unable to get any consistent signal inside homes or around the village.
c. Thanks were received for the reinstatement of the streetlight on Chapel Lane.

Minutes of the meeting of Wrangle Parish Council held on Tuesday 11th November at 7:00pm in The Parish Hall.
1/11/25 To receive and accept apologies and approve reasons for absence
Present: Cllrs T. Ashton, Dickason, Bowles, Edwards, Law, Wrisdale and P. Ashton.
Also Present: Parish Clerk Rebecca Herberts
Apologies: Cllrs Hill and Seymour.
2/11/25 To receive reports from representatives on outside bodies:
a. Borough Councillors - A written report was provided and is enclosed with the minutes.
b. County Councillor - No report received.
3/11/25 To receive declarations of interest under the Localism Act 2011 and consider any requests for dispensations
a. Cllr Law declared an interest regarding the Remembrance Day wreath and donation, due to being a Poppy Appeal Organiser.
b. Cllr T. Ashton declared an interest in Agenda point 18.
4/11/25 Notes of the Parish Council meeting held on 07 October 2025 to be approved and signed as the minutes
It was resolved that the previously circulated notes be signed as the official minutes.
5/11/25 Clerk’s Report
a. An email was received from Citizens Advice requesting a donation. It was resolved that the Parish Council would not make a donation but would continue focusing support on local village groups.
b. Wrangle Bowls Club emailed their thanks for the grant recently awarded.
Letters of thanks were also received from Wrangle Youth Centre and Wrangle PCC, expressing their appreciation for the grants provided by the Parish Council. All correspondence was read out and reported.
6/11/25 Chair’s announcements and any relevant updates
The Chair confirmed that he laid the Remembrance Day wreath at the Wrangle Cenotaph on behalf of the Parish Council.

c. To receive an update on setting up online banking
i. Cllr Bowles confirmed he does not wish to set up online banking but will remain a cheque signatory.
ii. It was resolved to add Cllr P. Ashton to the mandate.
iii. Some Councillors still need to complete their online banking setup.
08/11/25 Recreation Field:
a. Visit from a Football Club representative to discuss use of the Recreation Field for football sessions
The Chairman of South Lincolnshire Swifts attended the meeting to outline his interest in bringing football back to Wrangle. With 16 years’ experience in community football (including 6 years as a referee and 11 as a coach), he hopes to begin with U7/U8 teams and grow the club over time.
The Parish Council resolved to go ahead with this proposal. A formal agreement will be prepared to enable the project to move forward.
b. To receive an update on the Tree/Hedge work
The contractor advised that all required work has now been completed.
c. To discuss cleaning the dykes and the culvert pipe
Witham Fourth inspected the dykes and culvert. After review, they advised they do not have the correct equipment for the task. The Clerk has asked them to provide any further suggestions.
d. To discuss the Litter Bin request sent to Boston Borough Council
This remains under review with BBC. They have advised that a response should be received shortly.
e. Any other matters
It has been brought to the Parish Council’s attention that fireworks were set off in the recreation field around Bonfire Night. This has been reported to the authorities as this is not permitted.
9/11/25 To receive an update on the siting of two bus shelters on the A52 in the area of Sea Lane junction.
Consent has been granted for the installation of two new bus shelters, and LCC has awarded £6,000 towards the project. Work will now proceed. It was further resolved that, should the final cost exceed the current estimate but remain below £500 above that amount, the Clerk is authorised to approve the expenditure and proceed without the need to wait for the next meeting.
10/11/25 To receive an update regarding the Community Speed Sign
It was resolved to purchase a new speed sign despite no grant funding currently being available.
11/11/25 To discuss Streetlights on Chapel Lane, Wrangle & Lockhamgate
a. The Chapel Lane streetlight has been reinstated
b. Work on the Lockhamgate Streetlight had been chased with BBC
12/11/25 To note the advertisement for the General Maintenance Contractor and agree next steps
Four expressions of interest have been received. Discussions will continue with Old Leake Parish Council, and meetings with interested parties will take place before December.
13/11/25 To discuss grass and hedge cutting contracts/tenders
It was resolved the Hedge Cutting tender would be reviewed at the December meeting. The map containing which Parish Paths that were currently being cut would be emailed to all Councillors for review ahead of the next meeting.
14/11/25 To discuss the Wrangle Parish Magazine
It was resolved that this item will be removed from the next agenda, as the Parish Council will now pay for their advertisements.
15/11/25 To discuss maintaining the Parish Website
The website was still under review with the webmaster. It was discussed that if any Councillors had any information or pictures that could be added to the website, they could be sent through to the Clerk who would discuss with the webmaster.
16/11/25 To discuss Anglian Water issues
Cllr Tom Ashton will contact Anglian Water to request attendance at a future Parish Council meeting.
17/11/25 To discuss storage options for Council records and paperwork
Dates for progressing this matter will be circulated.
Cllr T. Ashton left the meeting for Item 18 due to a declared interest.
18/11/25 To review the allotments and associated paperwork
a. Three expressions of interest for small plots and two for large plots were received (one from a councillor).
b. Two current tenants have written to advise the Council that they wish to terminate their allotment agreements.
c. Advice will be sought regarding the tenancy agreements and on the viability of offering small allotments given the administrative requirements.
Cllr T. Ashton returned to the room.
19/11/25 To discuss purchasing a Wreath for Remembrance Day
It was moved, seconded, and resolved to make a £100 payment to the Royal British Legion to cover the wreath and an included donation.
20/11/25 To discuss the draft budget for the year ending 31 March 2027
The draft budget was discussed at length. The Clerk will make amendments. The updated version will be circulated and reviewed at the December meeting.
21/11/25 To discuss Local Government Association Coastal Group associate membership
Cllr T. Ashton provided a brief explanation. Information will be circulated for further discussion in December.
22/11/25 To receive reports of any highway’s matters
a. A streetlight has been reported on Tooley Lane. The old and obsolete 35w Sox lantern had burnt out and needs replacing with a new 18w LED lantern at a cost of £350.00 + VAT. It was resolved to proceed.
b. The concerns regarding the speed limit on Chapel Lane, being 40mph. Whilst the A52 and Broadgate are 30mph, has been raised with LCC for review.
c. A request will be made for Cllr Alistair Arundell, along with a Highways officer, to carry out a drive-around with a councillor to assess problem areas.
d. If you notice a road sign that’s damaged or needs a clean, please feel free to report it on “Fix My Street.” Many residents already do this, and it makes a real difference to the appearance of the village — thank you to everyone who takes the time to help.

Wrangle Parish Update November 2025
October has been a quiet month for both John and I in Wrangle.
We announced the winner of the local Wrangle Hero award. Simon Foster who litter picks in the village was the winning Nominee.
We have both been pleased to support Wrangle Bowls Club and Wrangle Primary Academy with funding from Boston Borough Councils Councilor Grant scheme. Wrangle Bowls received £600 towards Maintenance Costs and Wrangle Primary has received £769.16 towards pool costs for public use.
At a Borough level, Boston Christmas festival 2025 is shaping up to be even bigger. New for this year’s 3-day event includes a larger ice rink and ice sculptures by Glacial Art Ice Sculptures (Saturday only) the event runs from Friday the 28th- Sunday 30th November.
Work continues on the redevelopment of the Geoff Moulder Leisure Centre piling work has now begun on the new front extension. This extension will include new changing facilities and a brand-new Gym.
In partnership with LCC work is being undertaken with education officers regarding the right thing, right bin initiative. High contaminated areas are to be visited and encouraged to recycle correctly. Advice and information will also be given out to try and help with waste issues.
