Minutes of the meeting held on Tuesday 03 May 2022 at 7.45pm in the Parish Hall, Wrangle
1. Apologies for absence
Apologies were accepted from Cllrs Ashton and Pickett
Present: Cllrs Featherstone, Edwards, Bowles, Seymour, Wrisdale, Law and Danby (Chairman)
2. To receive reports from representatives on outside bodies
a. The Borough Councillors were not present.
b. The County Councillor was not present.
3. To receive declarations of interest in accordance with The Localism Act 2011
Cllr Law declared an interest in item 10a due to one of the streetlights being near to her home.
4. Notes of the meeting held on 05 April 2022 to be approved and signed as the minutes
The notes, previously circulated, were approved and signed as minutes.
5. Clerk’s report
The Clerk reported that the £1000 grant for the Jubilee Committee has been paid into the Parish Council current account. A letter has been prepared to transfer this into the Jubilee account.
6. To receive reports from the Chairman
Fertilizer has been put around the trees in the Jubilee Orchard. The trees are growing well, but do not have much fruit on them.
7. Finance report

c. Cheques for the Jubilee bench and the insurance will be signed before the next meeting when the amounts are known.
8. Recreation field
a. To discuss the bridge across the dyke behind Mel Marshall Way and discuss any action to be taken
i. The resident has contacted the clerk to discuss the matter and was advised to email the Parish Council, nothing has been received
ii. Following discussion it was resolved to seek legal advice.
b. To discuss the car park entrance
i. The stone used to fill the holes at the entrance has started to come out of the holes.
ii. Following discussion it was resolved to look into placing some type of matting, that will hold the stones in place, under the stones.
c. Any Other matters
i. The play area inspection will be ordered, it will be an unassisted inspection this year.
ii. One of the ropes on the basket swing came down, all the fastenings will be replaced with stronger fittings.
iii. It has been rumoured that the football club will be playing at Old Leake next season. The rent for the 2021/2022 season has not yet been received.
10. Highways:
a. Streetlights at Tooley Lane and at Chapel Lane
i. The Borough Council have received a quotation, that has been passed to the Parish Council, for £350.00 to replace a lantern with an LED lantern. The Borough Council have been advised that the streetlight is not required. The cost to the Parish Council to remove the light will be £300.00.
ii. Following discussion it was resolved to check if the light was still working.
iii. An inventory of the street lights in Wrangle will be carried out.
iv. A streetlight at Chapel Lane has gone missing, the cost to the Parish Council to replace this will be £675.00.
v. Any decision about replacing this light will be made after the inventory has been carried out.
b. Any other highway matters
The bench by the bus stop at Church End needs to be cleaned.
11. To discuss the contribution to the weekly rural bus service
No meeting has taken place since the last meeting. LCC have put a fortnightly service out to tender and nothing has been received to suggest what the amount required would be.
12. Planning applications received for decision
The following plans were supported by the Parish Council:
B/22/0168 - Mr Marston - Proposed two storey extension at Mill Farm, Wrangle Bank.
13. Planning decisions received
Planning Permission has been received for:
B/22/0036 - Mr Singh - Erection of 1 detached two storey dwelling at The Post Office Store, Church End.
14. To discuss the siting of the village sign
a. The Chairman is meeting the builder tomorrow to arrange the siting of the sign.
b. The size of the plaque is required to be included in the base of the sign.
c. Nothing has been received from LCC regarding the positioning of the seat. The builder has been advised by LCC that permission can be given retrospectively.
15. Platinum Jubilee 2022
a. The Clerk outlined the plans for the Platinum Jubilee Celebrations.
b. The event will take place on Sunday 05 June and will be a street party with entertainment.
c. Children’s entertainers are still required for the event.

There was no correspondence for this meeting
17. Any other business – matters for next agenda
The Financial Regulations will be on the next agenda for review.
18. Date and time of next meeting
The next meeting will be held on Tuesday 07 June 2022 in the Parish Hall at 7.30pm, there will be a Public Forum from 7.15pm.
