Notes from 15-minute public forum on 06 May 2025
There were 5 members of the public present.
Statements/Questions raised:
- Work is being carried out at The Methodist Chapel, but there is no news with regards to the buyer
- Field behind the bungalows on the A52, it wasn’t advertised it was for sale and who maintains the grass cutting. It was advised that this is not a Parish Council matter.
- The resident who is carrying out regular litter picking, advised on the lack of litter bins in some areas of the village. Highlighted that the layby opposite Sea Lane is terrible for litter and fly tipping, also highlighted that there is often a lot of broken glass around the bottle banks and asked if there would be a possibility of these being relocated. They advised they have more residents ready to help litter pick. They asked if signs would be considered asking for litter to be disposed of correctly.
07:30pm The Public Forum was closed, and the Parish Council Meeting began.

1/5/25 Election of the Chairman – Receive signed declaration of acceptance of office
Councillor Ashton was proposed, seconded and unanimously resolved as the Chair. The acceptance of office form was signed.
2/5/25 Election of Vice-Chairman – Receive signed declaration of acceptance of office
Councillor Dickason was proposed, seconded and unanimously resolved as the Vice Chair. The acceptance of office form was signed.
3/5/25 To receive and accept apologies and approve reasons for absence
Apologies: Cllr Seymour and Cllr Wrisdale.
Present: Cllrs Ashton, Dickason, Bowles, Edwards, Hill and Law.
Also Present: Borough Cllr Butler and Parish Clerk Rebecca Herberts.

7/5/25 Review Standing Orders
A copy of the revised Standing Orders would be emailed to the Councillors for sign off at the next meeting.
8/5/25 Review Financial Regulations
A copy of the revised Financial Regulations would be emailed to the Councillors for sign off at the next meeting.
9/5/25 Review the Asset Register
It was moved, seconded and agreed to sign the revised Asset Register with the addition of the two Litter/Dog Waste Bins that had been purchased in 2024.
10/5/25 To receive reports from representatives on outside bodies:
- Borough Cllr Baxter reported:
- VE Day bunting has been donated by BBC and has been passed on to The Minstrels, The Parish Hall and Youth Club. Village signs will be decorated also. Large Union Jack has been donated to The Parish Hall.
- Dog Poo signs have been designed by Wrangle Primary School and funded by BBC and have been displayed around the Village. (Cllr Law proposed that we should send a letter of thanks to the school, all agreed).
- Cllr Butler and Baxter are to meet with MP Richard Tice soon, any issues to be discussed please let them know.
- Any LCC matters that were being dealt with previously have been put on hold until the result of the election is known and the new LCC Cllr is in situ.
- Cllr Butler recently ran the Boston marathon and raised over £1000.00 for Headway Charity!
- County Councillor – There was no report from the County Councillor.
11/5/25 Notes of the Parish Council meeting held on 01 April 2025 and 08 April 2025 to be approved and signed as the minutes
It was resolved that the minutes previously circulated be signed as the minutes.
12/5/25 Clerk’s Report
- An email had been received from a resident advising that the Police had needed to be called due to youths trying to start fires in The Spinney on Broadgate. It was agreed the information would be sent through to PC Brennan.
- Lucy’s Lawns had been in contact regarding the section of grass where the Wrangle Village sign is. A previous company had advised they would no longer be able to cut this section of grass. Lucy’s Lawns had offered to cut this free of charge and provide it with a lawn treatment. It was agreed to take them up on this generous offer.
13/5/25 Chair’s announcements and any relevant updates
Cllr Ashton and on behalf of the Parish Council wanted to thank County Cllr Skinner for his 8 years of service and for always attending the Parish Council meetings. It was proposed and agreed that a letter of thanks would be written to him.

- To discuss setting up online banking
Paperwork has been provided to those who are not currently on the mandate and would like to be. Cllr Hill and Wrisdale made the decision to not be added onto the mandate. Further steps would be emailed out by the Clerk once known.
15/5/25 Audit for the year ended 31 March 2025
- To complete the Annual Governance Statement
The Chairman read out each of the statements and ticked the relevant box following responses from the Councillors. The paperwork was signed by the Chairman and Clerk where required.
- To approve the Accounting Statement
The Chairman read out the figures on the Account Statement, these were approved by the Councillors. The paperwork was signed by the Chairman and Clerk where required.
16/5/25 To receive an update on the siting of two bus shelters on the A52 in the area of Sea Lane junction
Quotes were received on different styles of Shelter, but it was agreed the original Shelter would be preferred due to it having more protection from weather elements. The Clerk has applied for a grant through National Lottery Community Funding. It was agreed to wait until more information was received regarding grants.
17/5/25 Recreation Field:
- To receive an update on the Tree/Hedge work
Work to the trees and hedges alongside the A52 and next to the play area has now been completed. When carrying out the work a defect was noticed on one of the trees in the car park entrance. This would be reviewed and best course of action investigated. It was also agreed to carry out the work recommended to tree number 15.
- To discuss quotes for cleaning dykes and the culvert pipe
Sourcing quotes is ongoing.
- To discuss issues following the Litter Pick event
Following on from the statement made regarding Litter in the Public Forum. It was agreed to ask BBC for a litter bin in the layby on the A52. Quotes for three new bins would also be looked into to be located near the primary school, near Tooley Lane and near the toilet block on the recreation field. Wrangle Primary School would be asked if they would be interested in designing some Litter signs similar to the ones regarding dog fouling. It was agreed to leave the bottle banks where they are due to there being no hard standing in place at The Parish Hall. It would be looked into with regards to who empties them, how often and whether they would sweep away any broken glass upon emptying.

There were no other matters.
18/5/25 To receive update regarding Community Speed Sign
Grants would be looked into to support the purchase of a new sign.
19/5/25 To review the Safeguarding Policy
This will be emailed to all Councillors for agreement at the next meeting.
20/5/25 To discuss Streetlights on Chapel Lane, Wrangle
The quote has still not been received. Cllr Baxter will chase this up on our behalf.
21/5/25 To discuss The Handyman
This is still on going with Old Leake Parish Council.
22/5/25 To receive an update regarding gov.uk email addresses
There are still three Councillors that haven’t sent their new emails up. The Clerk offered to help and assist anyone that may need it.
23/5/25 To discuss Grass cutting contracts
Areas that would require cutting were discussed. It was agreed that the Council need to carry out their annual inspection so that these areas could be checked. A date and time were agreed for the inspection.
24/5/25 To discuss the internal auditor
LALC have appointed an Internal Auditor. The Clerk will work with them to ensure they have all of the information they require.
25/5/25 To discuss Tree Planting
After the meeting in April where it was agreed if an offer of Tree’s becomes available, they would be accepted and then a decision made as to where they go. It was decided and agreed that this would not be needed on the next Agenda.

26/5/25 To discuss the Wrangle Parish Magazine
After a discussion. It was moved, seconded and agreed that the Council would offer to pay £50.00 per issue to enable the Parish Council to have 3 to 4 pages for contact details and information, this would be offered until something changes. A working group would then be set up with the PCC to move forward, meeting dates would be discussed with the PCC for WC 19 May 2025.
27/5/25 To report any highways matters
There were no highways matters to discuss.
28/5/25 Planning applications received for a decision at this meeting (All plans can be viewed at www.mybostonuk.com)
B/25B0138 – Burdens Tractors, Main Road, Wrangle PE22 9AT. Proposed replacement single storey front extension, replacement single storey side extension (south-west) and single storey side extension – The Council agreed to support this application.
