Notes from 15 minute public forum on 03 April 2022

Minutes of the meeting of Wrangle Parish Council held on Tuesday 03 April 2022 AT 7.30pm in the parish hall

 

1. Apologies for absence

 

Apologies:  There were accepted from Cllr Pickett

 

Present:  Cllrs Bowles, Seymour, Wrisdale, Edwards, Featherstone, Law and Danby (Chairman)

 

Also present:  County Cllr Skinner

 

2. To receive reports from representatives on outside bodies

 

a. The Borough Councillors were not present

 

b. The County Cllr Skinner reported:

i. Staff are beginning to come back to the Borough council offices to work and are all working towards getting members of the public back into the building.

ii. Works are proposed at the Geoff Moulder swimming pool and gym to bring it up to date and improve the facilities for all users.

iii. The Government will not give LCC £12m requested for highways.  This money was found from reserves for last year, but now the reserves are spent.  The result is that the highways services will be worse than it has previously been.

iv. Lincolnshire has missed out on the ‘leveling up’ funds in the first round, but it is hoped that there will be some funding from the next round.

 

3.    To receive declarations of interest in accordance with the Localism Act 2011 

 

There were no declarations of interest.

 

4.      Notes of the meeting held on 01 March 2022 to be signed as the minutes

 

The notes, previously circulated, were approved and signed as the minutes. 

 

5. Clerk’s report

 

The Councillor grant of £1000.00 for the Platinum Jubilee celebrations has been approved.

 

6.    To receive report from the chairman  

 

The Chairman had nothing to report, all items are on the agenda.

 

7. Finance report

8. Clerk’s salary 2021-2022

 

a. The Clerk advised the Councillors of the new NALC rates, which are to be backdated to April 2022.

b. It was resolved that the increase be made along the NALC guidelines.

 

9.      Preparations for the audit to 31 March 2022

 

a. All Councillors have a copy of the budget control for the year ended 31 March 2022.

b. The balances were discussed and accounted for.

c. All Councillors have a copy of the Fixed Asset Register.

d. The two defibrillators have been added to the register,

e. The Fixed Asset Register was corrected to read ‘noticeboards’.

f. The whereabouts of the ordinance survey maps needs to be confirmed.

g. There were no other issues, the Chairman signed the Fixed Assets Register for 2021/22

10.    Recreation field 

 

a. To discuss the bridge across the dyke behind Mel Marshall Way

i. No reply has been received with regard to the letter sent at the end of February.

ii. Following discussion it was resolved to re-send the letter by recorded delivery with a covering letter regarding removal of the bridge.

 

b. Entrance to the car park

i. Cllr Edwards has carried out some work in the car park to level it up.  

ii. The Chairman will look at the entrance by the road to see if anything can be done to prevent it from moving again.

 

c. Any other matter

i. Anglian Water have cleared the area they own.

ii. The stumps on the side of the dyke need to be removed.

iii. Cllrs will have a look at the ivy growing around the trees in the field with a view to cutting a section out to stop it growing up the trees.

 

11.    To report any highway matters

 

a. Street Light No 10 Tooley Lane

i. All Councillors have a copy of an email from LCC regarding the cost of replacing lamp No10 Tooley Lane - £350.00 plus VAT.

ii. Following discussion it was resolved not to replace the lamp at this time.

 

b. Any other matter

There were no other matters to report

 

12. To discuss a contribution to the weekly rural bus service

 

a. The Clerk explained the situation regarding the rural bus services and that LCC have asked if Parish Councils would be prepared to contribute to the cost of the service.

b. Wrangle Parish Council would be prepared to support the service but more details are required at this time.

 

13.    Planning applications received

 

The Parish Council SUPPORTED the following planning applications:

 

B/22/0099 - Mr Bucknall - Approval of reserved matters (access, appearance, landscaping, layout and scale) following approval B/21/0262 (outline application with all matters reserved for the erection of one 2 storey dwelling) at land adjacent to Knebworth, Church End

 

14.    Planning decisions received from Boston Borough Council

 

Full planning permission has been received for:

 

B/22/0035 Mr & Mrs S Farr Single storey rear extension at 7 Gold Fen Bank

 

B/21/0454 STT Group Proposed change of use from agricultural land to domestic land including recreational pond at Dorolidge, Lockhamgate

 

15.     To discuss the siting of the village sign

 

          The Chairman reported the latest situation regarding the siting of the village sign.

 

16.     Platinum Jubilee celebrations 2022

 

a. To receive report from the Jubilee Committee meeting

The Clerk outlined the plans for the Street Party on 05 June and the entertainment planned for the event.  There is a meeting on 08 April.

 

b. To receive update regarding the grant for the Platinum Jubilee Bench

The grant has been approved and the bench now will be ordered.
