Notes from 15-minute public forum on 01 October 2024

There was one member of the public present. He came along to ask when the village was going to get Fibre Broadband. BT will be contacted regarding this matter.

Minutes of the meeting of Wrangle Parish Council held on Tuesday 1st October 2024 at 7:30pm in The Parish Hall.

  1. Apologies for absence

Apologies: Apologies were accepted from Cllr Ashton, Cllr Hill and Borough Cllr Butler.

Present: Cllrs Bowles, Dickason, Edwards, Law, Pickett, Seymour and Wrisdale.

Also present: County Cllr Skinner and Borough Cllr Baxter.

  1. To receive reports from representatives on outside bodies:

a. Borough Cllr Baxter reported:

  1. Motions have been put forward about a rural strategy and about the winter fuel payments stopping.
  2. Any anti-social behaviour should be reported on 101
  3. There will be a councillors on tour event taking place on 9th November 2024

b. County Councillor Skinner reported:

  1. The A52 gratings – There has been a change of contractor these should now be completed around 16th October.
  2. Local residents will soon be able to see the plans for the new fire station in Leverton, they will also be able to talk to the team behind them.
  3. Cllr Skinner is going to raise the ongoing concerns around water pressure within the village with Anglian Water on our behalf.

        3. To receive any declarations of interest in accordance with the Localism Act 2011

Cllr Law declared an interest regarding purchasing of a Wreath for Remembrance Day, due to being a Poppy Appeal Organiser.

It was resolved that the minutes previously circulated be signed as the minutes.

  1. Clerk’s Report

a. Discussed that an email had been received from Wrangle PCC to express their thanks for the donation towards the costs of maintenance of the churchyard.

b. It was discussed that steps have been taken to change details at the bank and to add the new clerk on. Clerk will chase this up.

c. The Clerk asked who would be attending the Parish Council Liaison meeting. It was agreed that the Clerk and Cllr Edwards would attend.

  1. To receive an update on the siting of two bus shelters on the A52 in the area of Sea Lane junction.

Cllr Edwards has spoken with the landowner regarding the base for the shelter. The Clerk is going to follow this up with an email to the landowner with all of the information. A site meeting will be arranged if necessary.

  1. Recreation Field:

 

  1. Notice board: Repairs to door, discuss quote for poly carbonate.

After discussion it was agreed that the poly carbonate would be ordered by the Clerk and that she would contact the handyman to discuss the fitting.

  1. Discuss quotes for tree/hedge work
    1. After review of the quotes an agreement was made. The Clerk will contact the agreed company to ask for the work to be carried out.
    2. It was also agreed that a quote would be requested for a regular tree survey on the recreation field.
  2. Any other matters

Enquiries will be made regarding a clean of the play equipment and making this a regular clean.

  1. To receive update regarding Community Speed Sign

Cllr Dickason now has the app for the Speed Sign. There was a discussion regarding the charging of the sign. Enquiries are to be made regarding the charging.

  1. To receive an update regarding a 5G mast

The Clerk re-sent a copy of the previous letter sent to a different address. There has been no reply to date. It was agreed an email is to be sent to MP Richard Tice.

  1. To report any highway matters

 

  1. The junction near Wrangle Shop was discussed and that there is no visibility from the right when pulling out onto the A52. A report has been sent to Fix My Street and this has been raised as a concern.
  2. Cllr Law reported a gutter on the road that looked to be full of dust/dirt and was a worry due to recent rainfall. County Cllr Skinner advised they would all be on a continued cleaning plan.

 

  1. Planning applications received for this meeting

There were no objections to:

B/24/0354 – JEG Farms Ltd – Common Farm, Wrangle Bank PE22 9DH – Demolition of existing agricultural buildings and erection of 3no dwellings and creation of a vehicular access.

  1. To receive update regarding the Emergency Parish Plan

Cllrs Dickason and Law discussed it would be beneficial to have a meeting in the new year with a view to making it a Ward Plan for Wrangle and Old Leake.

  1. To discuss the quote received for ‘No Parking’ signs for the gate behind the pavilion

It was agreed that the ‘No Parking’ signs would be ordered.

  1. To discuss purchasing a Wreath for Remembrance Day

It was agreed to purchase a Wreath and to also make a donation of £100.00.

  1. To discuss updating the website

The Clerk has updated the list of Councillors and Clerk contact details with all up-to-date information. Cllr Law shared notes with the Clerk on potential changes. This will be a work in progress. It was discussed that maybe a link to police reports for the village and a list of useful and emergency telephone numbers would be beneficial.

  1. To discuss the possibility of having .gov.uk email addresses

The Clerk attended an online session to receive information. Information was read out at the meeting and will be circulated. It was agreed that the Clerk would contact the Clerk for Old Leake Parish Council to discuss the stage they are at currently and for advice.

The next Parish Council meeting will be held at 7:30pm in the Parish Hall on 05 November 2024 with a Public Forum from 7:15pm.
