Minutes of the remote meeting of Wrangle Parish Council held on Tuesday 02 February 2021 at 7.50pm

Before the meeting started Cllr Bowles welcomed Cllr Law to the meeting  (The Declaration of Acceptance of Office has been signed and is with the Clerk)

1.             Apologies for absence

Apologies:  Apologies were accepted from Cllr Danby, he has no internet connection.

Present:  Cllrs Edwards, Featherstone, Wrisdale, Pickett, Law and Bowles (Chairman)

2.             To receive reports from representatives on outside bodies

a.       There was no report from the PCSO.

b.      Borough Cllr Picket reported:

 i.     Purple bins will be delivered to all properties, for the collection of dry paper and cardboard, from the middle of March.  Collections of paper will commence from the beginning of April and is expected to be every three weeks.

ii.    Council tax will increase by 7%, meaning an increase of around £5.00 for a band D property.

c.    The County Councillor was not present.

3.       To receive declarations of interest in accordance with the Localism Act 2011

There were no declarations of interest.

4.       Notes of the remote meeting held on 01 December to be approved and signed as the minutes

The notes, previously circulated, were approved as the minutes, they will be signed, by the Chairman of this meeting, at a later date.

5.       Clerk’s report

The Clerk had nothing to report.

6.       To receive report from the Chairman 

The Chairman had nothing to report, but it was noted that the Christmas tree has been removed from the Village Hall.

7.       Finance report

8.     Recreation field

a.         To discuss the 2020 rents for the Football Club and the Bowls Club

i.                    Following discussion, it was resolved not to charge either the Football Club or the Bowls Club any rent for 2020/21 due to the circumstances caused by the pandemic whereby the clubs could not use the facilities.

ii.                  Rents will be charged for 2021/2022.

b.         Any other matters

i.                    Nothing has been received regarding the incident in the recreation field, the Clerk will chase this matter as it needs to be resolved.

ii.                  There have been quite a few incidents of fly-tipping at the car park.

iii.                Around £50.00 worth of mole traps have been stolen from the recreation field, the contractor is still setting traps, but is not too happy that markers have now been removed.

9.     Planning applications received

The following application was supported by the Parish Council:

B/21/002          Mr & Mrs Dow           Single storey side and rear extensions and alterations to dwelling at Cherry Blossom Farm, Cragmire Lane

10.    Planning decisions received from the Borough Council

Full planning permission has been received for:

B/20/0370       Mr D Hughes              Change of use from nursery and farm shop to garden centre including the manufacturing and sales of timber buildings, fences, sheds, gates etc at Oldham House, Main Road

11.    To report any highways issues:

a.       Potholes have been reported at Broadgate, Soulby Lane and Common Road

b.       The fingerpost at Main Road/Common road has now been erected by LCC.

c.       A telegraph pole has been knocked down at Main Road, it is currently being replaced.

d.       The roadside opposite The Potteries has been damaged in an accident and there is now no verge and the edge of the road is breaking away, it is in urgent need of repair and the verge needs to be widened.

12.    Any other business – matters for next agenda

a.       Cllr Ashton explained the situation of funding at Boston Docks and the work with Boston Borough Council on this project.

b.      Cllr Ashton explained the LCC situation with regards to Adult Social Care and highways issues.

c.       A short discussion was held regarding the marsh access, this will be on the agenda for the next meeting.

The next meeting will be a remote meeting to be held on 02 March 2021 at 7.30pm
