Notes from 15-minute public forum on 02 September 2025
There were six members of the public present.
Statements/Questions raised:
a. Anglian Water issues were reported. There had been limited water pressure on the day of the meeting. There had been no further reports to the petition Cllr Arundell had organised. This was to be discussed as an Agenda item. Borough Cllr Butler read out his report on Anglian Water: Cllr Baxter and I emailed and spoke to representatives in July. They explained that due to several leaks in the area the water tower was emptied. This had at the time been resolved and pressure had been improved. There continues to be issues in Wrangle. Anglian water says more works are planned to replace piping in the coming months with the Gride pipework being replaced next year. We continue to monitor the situation and will be back in touch with them should we need to. We do acknowledge that it has been a very dry Spring/ Summer. But also acknowledge the official reason given to residents for the pressure issues was increased demand and not leaks.
b. Chapel Lane Street Light was mentioned but confirmed this would be discussed as an Agenda Item.
c. Speeding along the A52 was a concern, especially following two accidents in the Village within two days. LCC would be contacted with regards to the pedestrian crossing.

3/9/25 To receive declarations of interest under the Localism Act 2011 and consider any requests for dispensations.
There were no declarations of interest.
4/7/25 Notes of the Parish Council meeting held on 01 July 2025 to be approved and signed as the minutes.
It was resolved that the minutes previously circulated be signed as the minutes.
5/9/25 Clerk’s Report
a. A letter had been received from residents on Lockhamgate regarding a faulty/broken Streetlight. A quote will be requested from Boston Borough Council to ascertain the cost of the repair; this will be added to the agenda for the next meeting.
b. Emails had been received from the Bowls Club and PCC requesting grants. The Grants Policy and Application would be discussed further down the agenda.

The Chair had nothing to report.
7/9/25 To consider applicants for co-option onto the Parish Council
A completed application pack had been circulated to the Council. It was proposed, seconded and unanimously resolved to co-opt Phillip Ashton onto the Council. He attended the meeting; the acceptance of office form would be signed at the next meeting.

9/9/25 Audit for the year ended 31 March 2025
This is still with Pkf-Littlejohn, the external auditors. Questions had been raised regarding The Parish Magazine editor’s salary. The Clerk had answered the questions, and the external auditors were happy with the response.
10/9/25 To receive an update on the siting of two bus shelters on the A52 in the area of Sea Lane junction.
The UKSPF Grassroots Grant the Clerk had applied for had come back unsuccessful. Some of the items included in the Grant were core business items for the Council. The Clerk had spoken with LCC who had advised they are able to offer a Grant towards the cost. This would be completed.
11/9/25 Recreation Field:
a. To receive an update on the Tree/Hedge work
The only outstanding work was the work to be carried out of Tree 15 – The Clerk would chase this up.
b. To discuss quotes for cleaning dykes and the culvert pipe
The Clerk would be obtaining a quote this week.
c. To discuss quotes for Litter Bins
Following the meeting The Clerk had with Envirocrime, it was advised that requests could be made to Boston Borough Council to relocate bins, with there being three bins in close proximity of the entrance to the Recreation Field, it has been requested that one be relocated over to near the toilet block. New bin requests had also been sent to Boston Borough Council for further bins around the Village.
d. Any other matters
A picnic bench had been damaged beyond repair in the play area, this had been reported to the Police. Quotes would be obtained for benches and picnic benches. CCTV was discussed to cover all areas of the Recreation Field; the situation would be monitored. It was suggested that maybe the hedge and trees along the A52 should be cut back further to open up the viewing window, this would be investigated when reviewing the hedge contracts.
12/9/25 To review and adopt the Grant Awarding Policy and Application
The application deadline and Limits and Frequency discussed and finalised. It was resolved to adopt the Grant Awarding Policy and Application Form. This would be sent out to The Youth Club, Bowls Club, PCC and Village Walking group who had all made grant requests. The Policy and Application would also be made accessible on the website or through contacting the Clerk.

14/9/25 To receive update regarding Community Speed Sign
The Clerk had applied for a UKSPF Grassroots Grant, this had been unsuccessful as they do not support Grants for Community Speed Signs. The Clerk would investigate funding through Lincolnshire Road Safety Partnership.
It was moved to spend a maximum amount of £5000.00 to purchase a new solar speed sign, this was seconded, and with the majority voting in favour of this it was resolved that the Speed Sign would be purchased.
With residents being concerned regarding speeding, this would allow the Council to download data and record this to the Police. A quote would be sourced for the repair of the current Speed Sign.
15/9/25 To discuss Streetlights on Chapel Lane, Wrangle
At the July meeting it was resolved to go ahead with the reinstatement of the Street light. Following the meeting objections were received from 1 household on Chapel Lane, raising concerns about potential light pollution and its impact on local wildlife, especially bats. These objections were acknowledged, and the Council put the work on hold with a view to revisit the decision. Letters were sent out to all households on Chapel Lane, for confirmation of whether they were in support, would like to object or had any suggestions/comments to share.
Out of 12 properties, 6 supported the Street Light, 3 objected to the Street Light and no response was received from 3. 2 emails had also been received from other residents who use Chapel Lane in support.
The Council sought advice with regards to the objections, there would be options to overcome the light pollution, however, the light would come on at dusk until midnight and then come back on early morning around 6am until daylight. Due to there being existing streetlights in close proximity of Chapel Lane the Bats would already be aware of their current surroundings.
After discussion it was moved, seconded and resolved to go ahead with the Street Light.
16/9/25 To discuss The Handyman
With the Self-Employed General Maintenance Contractor being requested for both Old Leake & Wrangle Parish Councils. The advert had been posted in The Old Leake News.
This will be posted in The Wrangle Parish Magazine and on both Village websites.
17/9/25 To receive an update regarding gov.uk email addresses.
All Councillors confirmed their new email addresses were set up and that they had accessed them.
18/9/25 To discuss Grass and Hedge cutting contracts.
It was resolved to put the Grass cutting contract out to tender. It was also resolved that it would just be the Recreation Field hedges on the Hedge cutting contact and that this could go out to tender.
There was more work to be done on the Parish Path Grass Cutting contract before this could go out to tender.
19/9/25 To discuss the Wrangle Parish Magazine
The Clerk and the PCC Secretary had tried to arrange a meeting but were unable to get all representatives together on one date. Cllr Ashton would contact the PCC. The Clerk would send them a copy of the grant application form.
20/9/25 To discuss maintaining the Parish Website
The block of hours had been purchased for the webmaster at LALC. The webmaster would be reviewing the website in due course to suggest changes to enhance the usability and present a professional image.
21/9/25 To discuss Anglian Water issues
This had been discussed in the public forum. An invitation would be extended to an Anglian Water representative and ask for them to attend a Parish Council meeting.

22/9/25 To discuss Storage options for records/paperwork.
Following discussions with Old Leake Parish Council, storage at The Community Centre would be a potential option. Both Councils would need to review what is to be stored. Quotes would be sourced for fireproof storage.
23/9/25 To review the Allotments and Paperwork
One of the tenants had spoken with Cllr Ashton to voice that they would like to their tenancy. This tenant would be contacted to advise that they would need to put this in writing to the Council.
Following a discussion there would be a review of the allotments including the tenancy agreements.
An advertisement with an expression of interest would be placed in The Wrangle Parish Magazine and The Old Leake News to see if there was a requirement for a community allotment.
24/9/25 To report any highways matters.
a. The width of the A52 near the primary school was a concern, it is not wide enough and there is a drop off the road - LCC would be contacted.
b. Cragmire Lane was also a concern, if this hadn’t been already this would be reported on fix my street.
25/9/25 To receive and approve adoption of the NJC/NALC pay scales effective 01/04/25 and apply to salaries
It was moved, seconded and resolved to adopt the NJC/NALC pay scales effective 01/04/25. The Clerk would advise the payroll company and request a back payment.

Wrangle Parish update September 2025
Good evening, everyone.
Cllr Baxter and I have received the paperwork containing all the signatures for Cllr Arundell’s petition to Anglian water regarding the poor pressure in the parish. These will/ have been passed onto him to send on to the company.
On the topic of Anglian water, Cllr Baxter and I emailed and spoken to representatives in July. They explained that due to several leaks in the area the water tower was emptied. This had at the time been resolved and pressure had been improved. There continues to be issues in Wrangle as we all know. Anglian water says more works are planned to replace piping in the coming months with the Gride pipework being replaced next year. We continue to monitor the situation and will be back in touch with them should we need to. We do acknowledge that it has been a very dry Spring/ Summer. But also acknowledge the official reason given to residents for the pressure issues was increased demand and not leaks.
Another accident has occurred outside the primary school (Monday the 1st of September) we would ask that Cllr Arundell speak to the highways team at LCC to look at the section of Main Road through the less built up area of Wrangle towards Friskney to see if some areas can be resurfaced/ widened.
In August, Becca the clerk and the village litter picker met with the Envirocrime team and me to discuss what we as a Borough Council can do to assist with the litter/ Fly tipping and Dog fouling problem in the parish. We discussed moving/ installing bins/ the brig sites and signage. All felt the meeting was useful.
John continues to chase LCC regarding the path from church close to the park.
At the borough level.
In July Cllrs voted to out former leader Cllr Anne Dorrian after a mass walkout from her own party. In her place Cllr Dale Broughton was chosen to be the new leader with Cllr Mike Gilbert chosen to be the new deputy. We thank Cllr Dorrian for her time as leader and look forward to working collectively across the chamber to make Boston Borough better.
The new Rosegarth Square area is developing nicely. As part of these proposals the old original five lamps from Liquorpond Street are (Subject to planning) to be moved from their current location into the new square and be fully restored using the grant funding. This is a project Cllr Baxter, and I have been working closely on, and we have everything crossed that it happens. This has been proposed on and off for over 20 years.
The new makers and farmers markets on the last Saturday of the month continue to grow. We now have around 20-25 extra stalls these days selling a wide variety of items. This has increased town footfall on these days and has been very well received.
