Minutes of the meeting of Wrangle Parish Council held on Tuesday 07 February 2023 at 7.30pm in the Parish Hall
1. Apologies for absence
Apologies: Apologies were accepted from Cllrs Featherstone and Pickett
Present: Cllrs Wrisdale, Seymour, Edwards, Law, Bowles and Danby (Chairman)
2. To receive reports from representatives on outside bodies
There were no representatives from outside bodies present.
3. To receive declarations of interest in accordance with the Localism Act 2011
There were no declarations of interest.
4. Notes of the meeting held on 06 December 2022 to be signed as the minutes
The notes, previously circulated, were approved and signed as the minutes.
5. Clerk’s report
The precept form was returned to the Borough Council on 20 January 2023.
6. To receive report from the Chairman
The Chairman had nothing to report, all items are on the agenda.
7. Finance report

8. Recreation field
a. Lincolnshire Fire & Rescue
There will be a safety check carried out on the pavilion, toilet block and Bowls Club buildings on Thursday.
b. Any other matter
i. The mole hills need to be raked, Cllr Edwards will look into this matter.
ii. The Wrangle Show Committee asked if the water supply to the ladies toilets can be looked at as there needs to be more water to fill the cisterns faster.
iii. Cllr Wrisdale will look to get the dyke flailed.
iv. There are two loose poles in the recreation field, the Wrangle Show Committee will look to remove these.
9. To report any highway matters
a. Zebra crossing request update
County Cllr Skinner was not present.
b. Streetlights
Following discussion it was resolved to as the Borough Council for evidence of the work done to get the lowest electricity prices for the street lighting.
c. Any other matter
i. The roads have been cleaned by a local company, a letter of thanks will be sent.
ii. The culvert at Joy Hill is still blocked causing flooding in the field, LCC will be asked to get this matter sorted out.

10. Planning applications received
The Parish Council supported the following planning applications:
B/23/0014 - Mr Breen - Outline planning permission for the construction of 1 dwelling at Land adjacent to The Cottage, Tooley Lane.
B/23/0034 – Staples - Installation of a roof mounted PV Solar Array at Marsh Farm, Sea Lane
11. Planning decisions received from Boston Borough Council
Prior approval is not required for:
B/22/0487 - T & B Containers - Application under Schedule 2, Part 14, Class J of The Town and Country Planning (General Permitted Development)(England) Order 2015 to determine if prior approval is required for the proposed installation of a 378kW roof mounted solar PV system comprising of 996 x Canadian Solar 380w panels at TB Containers LTD, Brenton Villa, Broadgate
Refusal of planning permission has been received for:
B/22/0468 - Mr M Driver and Ms H Leyland - Outline planning permission for the construction of a four bedroom detached dwelling including garage, access to highway and landscaping with all matters reserved for later approval at Land adjacent to Oaklands, Bull Drove
12. To receive any comments on the Outer Dowsing Offshore Wind Project
There is an open event where questions can be asked about the cabling routes. The event is at Old Leake on 24 February. Non invasive surveys are currently taking place.
13. To consider the LALC training scheme 2023
Following discussion it was resolved not to join the scheme for 2023.

15. Any other business – matters for next agenda
a. Coronation gifts for children
b. Defibrillator training
c. Are there any grants that the Youth Club can apply for to get solar panels? Cllr Ashton will send some information by email.

The next Parish Council meeting will be held in the Parish Hall on 07 February 2023 at 7.30pm with a Public Forum from 7.15pm
