Minutes of the remote meeting held on Tuesday 09 June 2020 at 7.30pm

1.             Apologies for absence

Apologies:  Apologies were accepted from Cllr Pickett

Present:  Cllrs Edwards, Bowles, Wrisdale, Featherstone, Seymour and Danby (Chairman)

2.             To receive reports from representatives on outside bodies

a.       The PCSO reported incidents from 19 May to date, by email:

i.                    1 incidents of anti-social behaviour at Mill Lane

ii.                  1 concern for safety at Main Road

iii.                2 traffic offences at Main Road and at Sea Lane

iv.                1 transport hazard at Main Road

b.      The Borough Councillors were not present

c.       The County Councillor was not present.

3.       To receive declarations of interest in accordance with the Localism Act 2011

There were no declarations of interest.

4.       Notes of the remote meeting held on 19 May to be signed as the minutes

The notes, previously circulated, were approved as the minutes, they will be signed by the Chairman in due course.

5.       Clerk’s report

a.      The letter of support in the appeal for planning application B/19/0107 has been sent to the Planning Inspectorate.

b.      A request for a dog bin at Wrangle Bank/Double Bank was considered.  It was resolved to put information about disposing of dog waste in the Parish magazine.

c.      The fingerpost at the Main Road/Common Road junction will be completely replaced by LCC.  The old post will be kept at a local farm for the time being.

6.       To receive report from the Chairman 

a.      Thanks were expressed to Cllr Seymour for spreading the wood chippings around the fruit trees.

b.      The trees and the wildflowers are growing well.

c.      The trees will be strimmed around ready for the grass to be cut in the orchard.

7.       Finance report

b.     Balances at bank could not be given due to the statements being with the internal auditor.

8.      Audit for the year ended 31 March 2020

a.         The paperwork is currently with the internal auditor.

b.         The Elector’s Rights will be in the notice boards tomorrow (10 June) as required.

9.       To consider financial donation to Old Leake Corona Virus Support Group

a.           Old Leake Corona Virus Support Group is funded by donations and have, so far, been able to purchase additional fresh items to add to food parcels that are given to families in Old Leake and in Wrangle.

b.           About a third of the parcels are given to families in Wrangle.

c.           Old Leake Parish Council have a fund set aside to help, should funds get too low, but that would be for Old Leake residents only.

d.           It was suggested that Wrangle Consolidated Charities would make a donation to the Old Leake Support Group so they can continue their work for the Wrangle residents they are currently helping.

e.           A letter will be sent to the Consolidated Charities with the bank details of the Support Group.

10.     Recreation field

a.           Toilet Block

The work is now complete and the sockets have been lowered below the ceiling.  There is room in the disabled toilet for a lockable cupboard to store cleaning products.

b.           Play Area

The play area remains closed, although the signs have been removed and the area used – the signs have been replaced twice.

c.           The Borough Council have sent paperwork for the Parish Council to claim a £10,000 Small Business Grant for the recreation field – this cannot be claimed due to the Parish Council being a precepting authority.

11.     Planning applications received

The following was supported by the Parish Council:

Chapel Road, Old Leake – proposed 30mph speed limit order Lincolnshire County Council recently received a request to reduce the speed limit on Chapel Lane, Old Leake – comments required

12.    Planning decisions received from the Borough Council

refusal of planning permission has been received for:

B/20/0057       Mr A Dickinson          Application to remove condition 4 (adjacent business occupancy clause) attached to B21/0204/95 at The Firs, Wrangle Bank

13.    To consider a parish magazine for July

a.       Contributors to the Parish magazine are happy to send items for July.

b.      The volunteers who deliver the magazine are happy to start to deliver them again.

14.    Highways:

a.       The manhole covers on the A52 need to be checked urgently, County Cllr Skinner will be asked to chase this up.

b.      The cover of a storm drain in the A52, opposite the junction of Gowt Bank, is broken.

c.       Potholes and road damage in the lanes will be reported on Fixmystreet where photos can be sent with the report.

15.   Any other business – matters for next agenda

There were no matters for the next agenda.

16.   Date and time of next meeting
