Minutes of the meeting of Wrangle Parish Council held on Tuesday 01 February 2022 AT 7.30pm in the Parish Hall
1. Apologies for absence
Apologies: Apologies were accepted from Cllr Bowles
Present: Cllrs Seymour, Pickett, Wrisdale, Edwards, Featherstone, Law and Danby (Chairman)
2. To receive reports from representatives on outside bodies
a. Borough Cllr Pickett had no Council business to report.
b. The County Councillor was not present
3. To receive declarations of interest in accordance with the Localism Act 2011
There were no declarations of interest.
4. Notes of the meeting held on 07 December 2021 to be signed as the minutes
The notes, previously circulated, were approved and signed as the minutes.
5. Clerk’s report
a. The base rate for Wrangle, used to work out the Parish Council amount of Council Tax for a band D property is 444. This means a band D property will amount to £56.30 per year.
b. Details of the cost of the Annual Training Scheme have been received. It was resolved not to join the scheme for 2022.
c. There is a Councillors grant of £1000.00 available for use in the Parish.

The Chairman had nothing to report, all items are covered on the agenda.

8. To discuss the purchase of the second defibrillator
a. Wrangle Chapel have asked if there is anywhere else that the defibrillator can be sited in the area.
b. The Primary School have suggested that a defibrillator be sited on the building due to extra use of the swimming pool out of school hours. The defibrillator would be accessible to anyone at any time.
c. Following discussion it was resolved to order the defibrillator and have it sited on the Primary School building.
9. To discuss the cleaning of the War Memorial
a. The Chairman has purchased a product to clean the moss off the War Memorial, he will test it on a few samples of stone before using on the War Memorial.
b. If there are any issues with the testing then it will not be used.
10. Recreation field
a. To discuss the bridge across the dyke behind Mel Marshall Way
i. The bridge has not been removed as requested.
ii. The Parish Council have not given permission for this bridge to be sited across the dyke.
iii. If the resident refuses to remove the bridge then the Parish Council need to be indemnified against any accident or incident on or around the bridge.
iv. The resident will be asked for a copy of their insurance which should state that the Parish Council are indemnified as above.
v. Clerk to write to the resident regarding this matter.
b. To discuss the entrance to the car park
A price for road planning has not been sought yet, this will be on the next agenda.
c. Any other matter
i. The trees behind the toilet block need to be cut back as they could affect the building.
ii. The wood used to block the door and windows at the pavilion needs to be replaced.
iii. The trees at the roadside need to be cut back.
iv. A quote will be sought for a stump grinder to reduce the tree stumps in the dyke behind Mel Marshall Way.
11. To report any highway matters
a. Lights out at Common Road, Tooley Lane, Wrangle Bank and Main Road. These will be reported to the relevant authority.
b. Lade Bank and Wrangle Bank, between Double Bank and Park Lane, are in a very poor state of repair.
12. Planning applications received
There was only an amendment to application number B/21/0456 which the Parish Council had no objections to.
13. Planning decisions received from Boston Borough Council
FULL planning permission has been received for:
B/21/0456 - Malyon - Proposed residential dwelling including change of use of paddocks to domestic at land adjacent to The Cherries, Church End
B/21/0432 - J Sangster - Proposed two storey side extension and single storey rear extension at Kintoki, 2 Sea Lane, Old Leake
The following planning application has been withdrawn:
B/21/0145 - J H Ashton - Construction of 9 residential dwellings at Land off Broadgate.
14. Platinum Jubilee celebrations 2022
a. To discuss possible celebrations
i. The organiser of the 2012 Jubilee celebrations is looking at arranging a meeting and will advise the Parish Council when this is booked.
ii. The village sign has arrived and will be sited at the Main Road/Church End junction in the Jubilee year.
iii. Following discussion it was resolved to use the £1000 Councillors grant to purchase a Jubilee bench to put in the area of the village sign.
iv. Tree planting as part of the Queen’s Canopy will take place at Washdyke Lane, if there is room to plant them. Measurements will be checked as Witham Fourth IDB need room for their equipment.
b. To consider purchase of medals for children
i. Information has been received regarding one style of medal, others will be sought for the next meeting.
ii. An advert will be put in the Parish magazine asking for details of children who live in Wrangle who are primary school age, but do not attend Wrangle Primary School, or are under school starting age and would like a Jubilee gift.
15. Correspondence received not covered on the agenda
There was no other correspondence.
16. Any other business – matters for next agenda
The budget will be discussed at the next meeting.

The next meeting will be held on 01 March 2022 at 7.30pm, in the Parish Hall, with a public forum from 7.15pm
