Notes from 15-minute public forum on 04 March 2025
There were 5 members of the public present. No questions were asked, and no statements were made to the Council.
7:05pm the Public Forum was closed, and the Parish Council Meeting began.
Minutes of the meeting of Wrangle Parish Council held on Tuesday 4th March 2025 at 7:00pm in The Parish Hall.
- Apologies for absence
Apologies: Apologies were accepted from Cllr Ashton (Chairman) and Borough Cllr Butler.
Present: Cllrs Dickason, Bowles, Edwards, Hill, Law, Seymour and Wrisdale.
Also present: County Cllr Skinner and Borough Cllr Baxter.
- To receive reports from representatives on outside bodies:
- Borough Cllr Baxter reported:
- Responses have been received from Brylaine and Stagecoach with regards to the buses calling into the village. County Cllr Skinner is going to take these to the LCC Executive.
- A resident raised issues about the LCC calculation of traffic with regards to the Zebra Crossing request on the A52, County Cllr Skinner is going to review this in May.
- County Cllr Skinner is also looking into the footpath between Church Close and the Recreation Field.
- The organisers of Wrangle Show are looking for volunteers and also Stall Holders.
- Chapel Lane street lighting is being looked into with the Parish Council
- Borough Cllr Butler is holding a litter picking event on Sunday 6th April, he has appealed for Volunteers. He will be at the Parish Hall from approx. 9am should anyone wish to meet there.
- County Cllr Skinner reported:
- 87% of Children have received a place at their first choice Secondary School.
- The budget passed at LCC Full Council assumes a 2.99% council tax increase and £9.7m use of reserves. £1m was also allocated to Property Flood Resilience Scheme, for those that had flooding in January who were not allocated or received government funds.

It was resolved that the minutes previously circulated be signed as the minutes.
- Clerk’s Report
- An email has been received from a resident, they have reported a section of pavement along the A52. This patch often has standing water and in freezing weather freezes over, raising concerns for pedestrians. The issue has been reported on ‘Fix My Street’ but they repeatedly get that the case has been closed. County Cllr Skinner has all the information and photos, he is going to inspect this issue with the highways officer on their next round of visits.
The same resident is a regular litter picker within the village, the Council all expressed their thanks for carrying out this work. However, it was informed the amount of litter has increased, 6 bin bags were filled in one hour and regular bags full of nappies are found. Borough Cllr Butler has arranged a litter picking event on Sunday 6 April and has appealed for volunteers.
It was also said that whether Dog walkers wear lighting or a hi-vis, many vehicles do not slow down for them.
- A Rent Memorandum has been received from Savill’s explaining that there will be a rent increase on the allotments from 06 April 2025. The Clerk will contact Savill’s to clarify some details.
- On 24 March 2025 there will be an Outer Dowsing Offshore Wind Community Liaison group meeting. It was agreed the Clerk would email the information to the Councillors so that they could confirm if they could attend.

- To receive report from the Chairman
The Chairman was not present; however, he asked to express thanks on behalf of himself and the Council for the long-standing service from Cllr Pickett, following on from his resignation. On behalf of all at Wrangle Parish Council thank you Cllr Pickett for the 10 years of service at Wrangle Parish Council and for the work you carried out through BBC.

- To discuss setting up online banking
The Clerk has taken steps to set up online banking, it was agreed that all Councillors would be a signatory.
- To receive an update on the siting of two bus shelters on the A52 in the area of Sea Lane junction.
It was reported that a letter was on the way to the resident in the house near to where one of the bus shelters is to be sited to make sure there would be no obstruction to their view when pulling out onto the A52. The Clerk has also requested new quotes for the bus shelter and is looking into Grants available.
- Recreation Field:
- To receive an update on the Tree/Hedge work: An update has been requested from the company carrying out the work.
- Any other matters: Quotes have been requested to mud the dyke and clean the Culvert Pipe on the Recreation Field.
- To receive update regarding Community Speed Sign
It was discussed and advised that Fishtoft Parish Council may be looking to purchase a new Speed Sign. It was agreed that the Clerk would contact them to see if they would like to consider a joint order to take advantage of a better price.
- To review the Safeguarding Policy
The current Safeguarding Policy has a date of 2013. It was agreed that this needed to be reviewed as it is needed when applying for some Grants. The Clerk will email a copy to all Councillors and then speak with LALC to see if they have a template available.
- To receive an update from the Parish Council Liaison Meeting
Cllr Edwards attended the Parish Council Liaison Meeting 26 February 2025:
- The Skip trial was being investigated and the possibility of extending it out to Parish Councils
- Environmental Agency representatives along with Lincs Fire and Rescue Emergency Planning representative attended the meeting to provide an update on community flood resilience.
- Information packs were provided to help assist with creating a community emergency plan.
- To discuss Streetlights on Chapel Lane, Wrangle
It was reported by Cllr Law that a resident walking home down Chapel Lane had knocked on several neighbours’ doors to ask for help getting home because visibility was poor due to it being dark and there being no working streetlight. It was agreed to get a quote from BBC.
- To discuss The Handyman
It was requested that the Handyman continue his work until the end of March. However, he informed the Parish Council that he would be completing his work at the end of February.
It was agreed that a list of jobs that require carrying out be put together and that the Clerk would speak with the Old Leake Clerk to find out their situation.
- To report any highway matters
- The streetlight outside the Youth Club was discussed, the Clerk reported that she had spoken with BBC but they had said without evidence of who was causing the damage nothing could be done and there were no forms of protection. The Clerk is to enquire as to whether the light could be moved.
- Cllr Wrisdale reported that on one of the bends on Broadgate once you turn into the corner there is a drop off the road into a dyke, it was agreed photos of this would be taken and reported on ‘Fix my street’.

Email addresses have now all been created for the Council, Clerk and Parish Magazine. The Clerk provided everyone with their email addresses along with some instructions on how to access the email. The Clerk will email anyone not in attendance and the editor of the Parish Magazine.

- Date and time of the next meeting
The next Parish Council meeting will be held at 7:00pm in the Parish Hall on Tuesday 1st April 2025.
There will be a Public Forum commencing at 7:00pm when members of the public may ask questions or make short statements to the Council. After which Parish Council business will be conducted. The Parish Council meeting will commence at 7:15pm or at the closure of the Public Forum, whichever is the sooner.
