Notes from 15 minute public forum on 05 March 2024

 

There were twelve members of the public present, they came along to ask about the plans received between meetings and responses from the Council;  mud on the footway in the area of The Minstrels and the Remembrance Sunday service will be at Wrangle this year.  The grates over the storm drains are not fitted well, or have come loose, and cause vibration in properties – County Cllr Skinner will deal with this matter.

 

 

Minutes of the meeting of Wrangle Parish Council held on Tuesday 05 March 2024 at 7.30pm in the Parish Hall

 

1. Apologies for absence

 

Apologies:  Apologies were accepted from Cllr Pickett

 

Present:  Cllrs Edwards, Bowles, Hill, Wrisdale, Dickason, Seymour and Ashton (Chairman)  

 

Also present:  County Cllr Skinner, Borough Cllr Baxter and twelve members of the public

 

2. To receive reports from representatives on outside bodies

 

a. Borough Cllr Baxter reported: 

i. There have been more flooding issues, always report on Fix my Street.

ii. There have been a lot of meetings at the Borough about Council Tax, pylons and reports received via Fix my Street.

iii. A street light was removed from Chapel Lane in 2016.

iv. Volunteers are required to arrange and run events in Wrangle.

v. Cllr Butler has cleared the footway from Sea Lane, Old Leake to Wrangle.

vi. Nominations are open for open for Boston Heroes. 

vii. There will be a litter picking event in Wrangle on 17 March.

 

b. County Cllr Skinner reported:

i. LCC will be lifting and clearing every storm drain between Wrangle and Leverton, this is in conjunction with Cllr Butler and the Borough Council.

ii. ‘Nearly flooding’ issues also need to be reported on Fix my Street too.  800 properties across Lincolnshire have been flooded with an further 650 nearly flooded.

iii. The LCC budget has put more into flooding as four suction vehicles have been purchased with four extra exploratory teams employed.

iv. Last year 110,000 pot holes were filled, 224 miles of roadway and 77 miles of footway were cleaned and 192,235 were repaired.  An extra £25m will be received from the Government for Highways next year.

3.    To receive declarations of interest in accordance with the Localism Act 2011 

 

There were no declarations of interest.

 

4. Notes of the meeting held on 06 February 2023 to be signed as the minutes

 

It was resolved that the minutes, previously circulated, be signed as the minutes.

 

5. Clerk’s report

 

The Clerk reported that the works to the recreation field, Sea Lane and the village sign have been ordered.

 

6. To receive report from the Chairman  

 

The Chairman had nothing to report.

 

7. To consider LALC annual training scheme - £180.00

 

Following discussion it resolved to join the training scheme for April 2024 – March 2025.

 

8. Finance report

9.       To report new accountant for PAYE work after April 2024

 

Paperwork has been received from Haines Watts, this has been completed and returned.  Evelyn Sands has helped make the transmission run smoothly.

 

10.    To discuss bus shelters:

 

a. Repairs to wooden bus shelter by Village Hall

i. The Handyman has cleaned the ‘green’ off the bus shelter.

ii. A post is damaged and needs to be spliced for repairs.  A local company will be asked for a quote to do this work.

 

     b. Siting of two bus shelters on A52 in the area of Sea Lane junction

LCC have been contacted for permission to site bus shelters in this area, nothing has been 

received back other than acknowledgement of receipt of the email.

 

11.     Recreation field – any matters to report

 

a. The recreation field is very wet at this time.

b. The ditch is full of rubbish, this will be cleaned when the ground has dried out.

c. There is a large branch in the play area, this will be removed and checked if it has been taken in or if it has fallen in.

 

12.     To receive update regarding Community Speed Watch

 

Cllr Dickason reported that Old Leake Parish Council have two volunteers so far, but the advert has only just gone out.

 

13.     To report any highway matters

 

a. There is a large branch over the War Memorial, which needs to be removed.

b. A good job has been done cleaning the footway from Sea Lane, Old Leake to Wrangle, ask if the footways in the centre of the village can be cleaned.

 

14.    Planning applications received

 

The following planning application had observations from the Parish Council:

 

B/24/00056 Mrs K Benton Application for a Change of Use to a Cattery including associated buildings and infrastructure at Casuda Cottage, Wrangle Bank

 

a. The proposed white uPVC walls are not in-keeping with the area.

b. There will be some additional ‘waste’ from the proposed cattery – cat faeces and food packaging.

c. The floodlights will affect neighbouring properties – a low height and good covering will be needed to prevent this being a nuisance.

d. A licence will be required for a cattery.

 

15.    Planning decisions received from Boston Borough Council

 

No planning decision have been received.

 

16.     To discuss the Emergency Parish Plan

 

This is a work in progress, information has just been put out via the Parish Magazine.  When it is known where required equipment is sited then the Emergency Parish Plan will be almost complete.

 

17. Nominate two Councillors to attend the Parish Liaison meeting

 

a. There will be a Parish Liaison meeting at the Borough Council on 17 April 2024.

b. Following discussion it was resolved that, for continuation, Cllrs Bowles and Edwards would attend.

 

18. To discuss possible sites for EV charges and any possible infrastructure to improve local travel

 

a. Following discussion it was resolved to suggest the Parish Hall and the pavilion as possible sites for EV chargers.

b. It was resolved that re-instating the rural bus service for Wrangle Common and the Sunday Service for Wrangle would be put to LCC for improving the local trave infrastructure.
