Minutes of the meeting of Wrangle Parish Council held on Tuesday 06 December 2022 at 7.30pm in the Parish Hall

 

1. Apologies for absence

 

Apologies:  There were no apologies received

 

Present:  Cllrs Pickett, Wrisdale, Edwards, Featherstone, Law, Bowles and Danby (Chairman)

 

Also present:  County Cllr Skinner

 

2. To Receive Reports From Representatives On Outside Bodies

 

a. Borough Cllr Picket had nothing to report

b. County Councillor Skinner reported that repairs were being carried out on the roads and that there was a change of personnel in Highways.

 

3.    To receive declarations of interest in accordance with the Localism Act 2011 

 

There were no declarations of interest

 

4.      Notes of the meeting held on 01 November 2022 to be signed as the minutes

 

The notes, previously circulated, were approved and signed as the minutes.

 

5. Clerk’s report

 

An email has been received from a resident regarding the boundary of their property and the recreation field.  Suggested work has been agreed and advice regarding vehicles on the field will be given.

 

6.    To receive report from the Chairman  

 

The Chairman had nothing to report, all items are on the agenda.

It was proposed by Cllr Bowles that £635.00 be transferred from the Map account into the Jubilee account, this was seconded by Cllr Danby, all agreed.

 

The invoice for street lighting and repairs has been received from Boston Borough Council, the amount of £3382.39 will be stopped from the precept t be received in April 2023.

 

8.     To set the precept for the year ended 31 March 2024

 

a. All Councillors have an amended copy of the budget.

b. Should a by election be held the cost to the Parish Council will be £3035.00.  The Borough Council cannot give a figure for the elections to be held in May 2023.

c. Following discussion it was proposed by Cllr Bowles that the precept should be set at £26,000.00, this was seconded by Cllr Edwards, all agreed. 

 

9.     Recreation field 

 

The dyke needs to be cut and cleared before the February meeting.

 

10.    To report any highway matters

 

a. Resident’s request for a crossing on the A52

An email has been received requesting a crossing on the A52 to enable all residents to safely cross the road.  This will be passed to County Cllr  Skinner for LCC to consider.

 

7.45pm   Cllr Ashton arrived at the meeting

 

b. Streetlights

i. The current cost of electricity for street lighting has been received from the Borough Council.

ii. The cost is expected to increase by 100% to 150% for the 2023 invoice.

iii. Older type lights will be replaced by LED lights when necessary, this will be a cost to the Parish Council, about £600.00 per light.

 

c. Any other matter

i. The roads need to be cleaned and the mud is stopping water running off the highway.

ii. The Gride is very uneven, making it a dangerous road to drive on.

iii. Cragmire Lane has got bricks in a pot hole that should be repaired correctly.

 

 

11.    Planning applications received

 

The Parish Council had no objections to the following planning applications:

 

B/22/0448 Mr G Marsden Change of use from car showroom to cafeteria at Buffalo Bill’s, 

Main Road

 

The Parish Council supported the following planning applications:

 

B/22/0487 - T & B Containers - Application under Schedule 2, Part 14, Class J of The Town and Country Planning (General Permitted Development)(England) Order 2015 to determine if prior approval is required for the proposed installation of a 378kWroof mounted solar PV system comprising of 996 x Canadian Solar 380w panels at TB Containers LTD, Brenton Villa, Broadgate

 

B/22/0468 - Mr M Driver and Ms H Leyland - Outline planning permission for the construction of a four bedroom detached dwelling including garage, access to highway and landscaping with all matters reserved for later approval at Land adjacent to Oaklands, Bull Drove

B/22/0399 - Mr Marston - Siting of timber clad two bedroom lodge with decking and hot tub at Mill Farm, Wrangle Bank

 

B/22/0312 - Mr Garrett - Proposed two storey side extension at 37 Church Close

 

B/22/0475 - Witham Fourth IDB - Replacement pumping station at Pump House, Boonscroft Lane, Wrangle
