Notes from 15 minute public forum on 07 March 2023

 

There were no members of the public present. 

 

 

Minutes of the meeting of Wrangle Parish Council held on Tuesday 07 February 2023 at 7.30pm in the Parish Hall

 

1. Apologies for absence

 

Apologies:  Apologies were accepted from Cllr Bowles 

 

Present:  Cllrs Wrisdale, Seymour, Edwards, Law, Featherstone, Pickett and Danby (Chairman)

 

Also present:  County Cllr Skinner

 

2. To receive reports from representatives on outside bodies

 

Borough Cllr Pickett reported the budget increase for Council Tax is 2.97% which equates to £6.63 for a Band D property.

 

County Cllr Skinner reported that some pot holes were being filled.

 

3.    To receive declarations of interest in accordance with the Localism Act 2011 

 

There were no declarations of interest.

 

4.      Notes of the meeting held on 07 February 2023 to be signed as the minutes

 

The notes, previously circulated, were approved and signed as the minutes.

 

5. Clerk’s report

 

An email from a resident regarding broadband in the village was discussed, it was resolved that there would be improvements in broadband speed in the village.

 

6.    To receive report from the Chairman  

 

The fertilizer and wood chipping are ready to spread in the orchard.

 

7.      Finance report

8.     Recreation field 

 

a. Lincolnshire Fire & Rescue

i. A copy of the report has been sent to all Councillors.

ii. The Bowls Club has a copy of the full report.

iii. There are no issues for the pavilion at this time.

 

b. Any other matter

i. The dyke has been flailed on one side, the other side will be looked at in due course.

ii. The mole hills have been raked and levelled off.

iii. A fallen tree has been removed from the dyke.

iv. Some ivy has been cut from some trees and others will be done in due course.

v. The Wrangle Show Committee will remove the two telegraph poles from the field.

vi. It was resolved that a bowser could be used for the ladies toilet for the Wrangle Show.

 

9.     To report any highway matters

 

a. Zebra crossing request update

County Cllr Skinner has not heard anything about the request for a Zebra crossing.

 

b. Streetlights

i. Nothing has been received following the request for street lighting information.

ii. The Borough Council have overpaid the precept by paying too much after the stoppage for the street lights.

 

c. Any other matter

There were no other matters to discuss.

 

10.    Planning applications received

 

The Parish Council supported the following planning application:

 

B/23/0069 - Staples Bros - Proposed extension to anaerobic digestion plant for biomethane production at Marsh Farm, Sea Lane, Wrangle

 

The following application could not be discussed as it was not clear where the site is or what it is for:

 

Pre-application consultation – proposed installation of street works base station at: adopted highway pavement on Main Road, Gowt Bank Farm, Wrangle Cp, Wrangle, Boston, Lincolnshire, England

 

There were objections to the followoing planning application:

 

B/22/0089 - Three UK Limited - Application under Schedule 2, Part 16, Class A of The Town and Country Planning (General Permitted Development) (England) Order 2015 to determine if Prior Approval is required for a proposed 15m phase 9 street works monopole, 2no. equipment cabinets, associated meter cabinet and ancillary development at Adopted Highway Pavement Opposite Wrangle Primary School,  Main Road.

 

The 15m pole is too near residential properties and the main road (A52).  Concerns regarding proximity of a mobile mast to the primary school and residential properties.

 

11.    Planning decisions received from Boston Borough Council

 

Full planning permission has been received for:

 

B/22/0448 - Mr G Marsden - Change of use from car showroom to cafeteria at Buffalo Bill’s, Main Road.

 

12. To receive any comments on the Outer Dowsing Offshore Wind Project

 

The Parish Council would prefer the Marsh route for the Outer Dowsing cable work.

 

13.     To consider coronation gifts for children

 

Following discussion it was resolved to purchase commemorative coins/medals for all children under 11 years of age (primary school age and under).  An advert will be put in the Parish Magazine.

 

14. Correspondence received not covered on the agenda

 

There was no correspondence for this meeting.

 

15.    Any other business – matters for next agenda

 

a. County Cllr Skinner will look at alternative energy supply for the Youth Club.

b. There were no items for the next agenda.

 

16.   Date and time of next meeting

 

The next Parish Council meeting will be held in the Parish Hall on 11 April 2023 at 7.30pm with a Public Forum from 7.15pm
