Notes from 15-minute public forum on 07 October 2025
There were six members of the public present. 
Statements/Questions raised:
a. Streetlight on Chapel Lane: A light shield will be requested from Boston Borough Council (BBC). 
b. Chapel Lane, speeding: A 40mph limit currently applies, despite the nearby A52 being 30mph. This will be reported to Lincolnshire County Council (LCC) for review.
c. Litter Picking Update: Thanks to Simon for his work. George Crisp from BBC Envirocrime will be invited to a future meeting to speak with the Council.
The Council is delighted that Simon has been awarded the Wrangle Hero Award for his exceptional contribution to the community. Well done, Simon! And thank you, your commitment does not go unnoticed!

1/10/25 To receive and accept apologies and approve reasons for absence

2/10/25 To receive reports from representatives on outside bodies:
a. Borough Councillors - The full report is enclosed with the minutes. 
b. County Councillor - There was no report from the County Councillor. 
 
3/10/25 To receive declarations of interest under the Localism Act 2011 and consider any requests for dispensations 
Cllr Law declared an interest regarding purchasing of a Wreath for Remembrance Day, due to being a Poppy Appeal Organiser.
 
4/10/25 Notes of the Parish Council meeting held on 02 September 2025 to be approved and signed as the minutes
It was resolved that the minutes previously circulated be signed as the minutes. 
 
5/10/25 Clerk’s Report
a. The Clerk and Cllr Law attended Project Management Training 09 September 2025
b. The Clerk and Cllr Law would attend Internal Controls training 29 October 2025
c. The Clerk has been contacted by the Chairman of South Lincolnshire Swifts FC regarding running football sessions for adults and children at the Recreation Field. Further information has been requested.

c. To receive an update on setting up online banking
The mandate change is now complete. The Clerk has sent information to all Councillors on how to set up an online banking account. All Councillors on the mandate would look into creating an account. 
 
8/10/25 To note the conclusion of the Annual Audit for the year ended 31 March 2025 and resolve action if required
The External Auditor’s report and certificate were read out. 
a. The AGAR was not accurately completed before submission for review.: 
Section 2, Box 7 for the prior year does not agree to Boxes 1+2+3-(4+5+6), and an explanation has been provided by the smaller authority. 
b. Section 1, Assertion 5 has been incorrectly completed. Information received from the smaller authority highlights that risk management arrangements were not reviewed and approved by the authority as a whole during the year. As a result, this assertion should have been answered ‘No’. This is consistent with the Internal Auditor’s response to Internal Control Objective C.
Other matters not affecting their opinion which they draw to the attention of the authority:
The smaller authority has confirmed that it has not complied with the governance Assertions in Section 1, Boxes 1, 2 and 4 and it has provided the appointed auditor with an adequate explanation for non-compliance and details of the actions necessary to address weaknesses identified. This is consistent with the internal auditor’s responses to the Internal Control Objectives A, B, D, G, H, I and N.
 
The Clerk confirmed publication of the Notice of Conclusion of Audit and the External Auditor’s Report.
It was resolved to accept the report. The Clerk is addressing all areas highlighted in the Internal Audit.
 
9/10/25 To receive an update on the siting of two bus shelters on the A52 in the area of Sea Lane junction.
LCC grant applications have been completed and returned to LCC. Consent for the installation of a community asset in the highway forms now need to be reviewed. 
 
10/10/25 Recreation Field:
a. To receive an update on the Tree/Hedge work 
Work scheduled on T15 for 10th October 2025.
b. To discuss quotes for cleaning dykes and the culvert pipe
The Clerk met with a contractor to discuss this work, some dykes are inaccessible, the dyke running alongside the properties on Mel Marshall Way would require waste removal along with cleaning, the contractor did not have the appropriate machinery to conduct this work. Witham Forth would be contacted to see if they could help. 
c. To discuss quotes for litter bins 
No further update on this, BBC have a back log of new bin requests. 
d. To discuss quotes for the play area inspection 
Two quotes were received for the play area inspection. It was moved, seconded and resolved to proceed with the quote from ROSPA Play for £265.00 + VAT.
e. Any other matters
Unauthorised metal detecting:
Residents are reminded that metal detecting on parish land without permission is not allowed and may be an offence. It can damage grounds and pose safety risks.

11/10/25 To receive an update regarding the Community Speed Sign
Lincolnshire Road Safety Partnership have advised they do not offer funding for Community Speed Signs. A final review of funding will take place. The Clerk continues to work with Lincolnshire Road Safety Partnership on options for purchasing a new sign. 
 
12/10/25 To discuss Streetlights on Chapel Lane, Wrangle & Lockhamgate
- BBC have advised that the order has been placed, and the equipment is on order for the Chapel Lane streetlight. The Clerk will discuss adding a light shield to this light. 
- Lockhamgate – To replace the old/obsolete 55w Sox lantern attached to S/L 1 Lockhamgate, the quotation to replace this old lantern with a new 18w LED lantern controlled by a part night photocell would be £350.00 + VAT. It was moved, seconded, and resolved to proceed with this work. 
 
13/10/25 To note the advertisement for the General Maintenance Contractor and agree next steps
The advertisement had been advertised for one month in the Wrangle Parish Magazine and is now advertised in The Old Leake News. So far there has been no interest. 
 
14/10/25 To discuss grass and hedge cutting contracts/tenders
Tenders for the grass cutting contract were noted. It was moved, seconded and resolved to award the 2-year contract for grass cutting to Lucy’s Lawns and Groundcare. 
The hedge cutting contract would go out to tender and the Parish Path contract was still under review. 
 
15/10/25 To discuss the Wrangle Parish Magazine 
The Chair had a discussion with the PCC, this was reported at the meeting. Following further discussion it was moved, seconded, and resolved that the Parish Council would pay for their advertisements and pages used.
The Parish Council would like to express they’re thanks to the PCC for the superb magazine – It is a valuable community resource!

16/10/25 To discuss maintaining the Parish Website
The website was still under review with the webmaster. 
 
17/10/25 To discuss Anglian Water issues 
An invitation has been extended to an Anglian Water representative. Awaiting confirmation. 
 
18/10/25 To discuss storage options for records/paperwork 
A date will be set for Councillors and the Clerk to sort files for storage. The Clerk will obtain quotes for binding/restoring minutes.
 
19/10/25 To review the allotments and associated paperwork
The Council will await responses to the expression of interest advertised in the October Parish Magazine and review at the next meeting.
 
20/10/25 To discuss purchasing a Wreath for Remembrance Day
It was moved, seconded and resolved to purchase a Wreath for Remembrance Day. 
 
21/10/25 To discuss grant applications 
It was moved, seconded and resolved to award the following grants:
a. Wrangle PCC – £500.00 towards the cost of churchyard maintenance (LGA 1972 S.214(6)). 
b. Wrangle Bowls Club – £300.00 towards works required to the bowling green (LG(MP)A 1976 s.19(3)).
c. Wrangle Youth Centre – £350.00 to assist with ongoing costs (LG(MP)A 1976 s.19(3)).
d. Wrangle Coffee Morning – £350.00 to help with running costs LG(MP)A 1976 s.19(1)(d). 
 
22/10/25 To review and adopt the Publication Scheme 
It was moved, seconded and resolved to adopt the Publication Scheme. 
 
23/10/25 To review and adopt the Complaints Procedure
It was moved, seconded and resolved to adopt the Complaints Procedure.  
 
24/10/25 To review and adopt the Councillors’ code of conduct 
It was moved, seconded and resolved to adopt the Councillors’ code of conduct.
 
25/10/25 To receive reports of any highway’s matters
a. Tooley Lane – Speed concerns with Children playing in this area. A resident had asked if a ‘Children Playing’ sign could be put up. The Parish Council will speak with Highways to see if this can be reviewed and to see if traffic calming measure could be investigated. 
b. Sea Lane, Marsh area – Reports of motorcycles being ridden dangerously. Please report such incidents to the Police.
c. Wrangle Bank – Email from Borough Councillor to advise the fix my street response was that the road has been assessed and whilst it has deteriorated it does not yet require further action.

28/10/25 Correspondence received, not covered on the agenda
a. It has been suggested that social media or resident-reported highway issues be directed to the Clerk for submission to Fix My Street. It was resolved that this is not a Clerk’s duty; residents or councillors should continue to report issues directly to LCC via Fix My Street.
b. Kimes Yard: Witham Fourth IDB confirmed the on-site drainage is the responsibility of the landowner and appears unchanged. They will share information with the district council for possible investigation under Section 59 of the Building Act 1984

Wrangle Parish Update October 2025
 
a. BOSTON CHRISTMAS FESTIVAL. Will run 28th to 30th November.
b. CONSULTATIONS TAKING PLACE-Council Tax Support. Boston Town Council
c. LOCAL GOVERNMENT REORGANISATION. Many events held. Some online. There will be one Wed 15th October 6.30-8.00 pm Council Building West Street.
d. LGR. Some parish councillors attended an information session recently in Old Leake
e. FIX MY STREET SUMMARY-We have trawled the site for Old Leake and Wrangle listing all reports outstanding. Passed to Becca. Added to the list we gave Cllr Arundell. Have contacted him asking what the system is as he passes issues on to the Portfolio holder for Highways. How are updates passed to him/us?
f. CHAPEL LANE ANGLIAN WATER. Various works scheduled to combat flooding issues etc.
g. ANGLIAN WATER PETITION. Lists of signatures on petition. Cllr Arundell informed about this list.
h. DRAINS ON A52…Main Road. Anglian water confirms their drains cleaned but residents say the Highways ones not cleared. We have sent off a fix my street.
i. GETTING READY FOR WINTER. Anglian Water flyer about what we can do to stop flooding etc. passed to the Clerk and posted on social media.
j. COUNCILLORS GRANT. Advertised on social media. Important groups submit applications quickly as no need to wait for closing date.
k. FUNDING-We keep sending funding info to Becca. Most recent one GRASSROOTS launched again but close closing date.
l. SOCIAL MEDIA. We have a site on Facebook jointly and utilise that to let residents know updates and gain feedback. Running an Old Leake and Wrangle Heroes competition.
