June 2026 Minutes

Minutes of the meeting of Wrangle Parish Council held on Tuesday 2nd June 2026 at 7:00pm at Wrangle Parish Hall.

Present: Cllrs T Ashton (Chair), B Bowles, R Edwards, R Hill, S Seymour, P Wrisdale and P Ashton.
Also Present: Borough Cllr C Butler and Parish Clerk - R Herberts. 

Public Forum
There were three members of the public present. 
The following matters were raised:
a.    Concerns regarding the number of recent road traffic accidents within the village and the need for improved road safety measures.
b.    Concerns regarding the recent resurfacing works around the Church, with residents commenting that loose chippings had been left on the carriageway and expressing the view that the surface condition had deteriorated.
c.    Ongoing issues relating to the Anglian Water supply, including reports from residents that low water pressure had prevented the use of showers.

7:16pm – The Public Forum was closed and the Parish Council meeting commenced.


1/6/26 To receive and accept apologies and approve reasons for absence
Apologies and reason for absence were received from Cllrs Dickason and Law.
Apologies were also received from Borough Cllr J Baxter. 
Resolved: To accept the reasons for absence from Cllrs Dickason, Law and Borough Councillor J Baxter. 

2/6/26 To receive reports from representatives on outside bodies:
a.    Borough Councillors - A written report was received and is appended to the minutes.
b.    County Councillor – No report received. 
c.    Local Government Association Coastal Group – No updates.   

3/6/26 To receive declarations of interest under the Localism Act 2011 and consider any requests for dispensations
There were no declarations of interest.

4/6/26 Minutes of the Parish Council meeting held on 05 May 2026 to be approved and signed as the minutes 
Resolved: That the minutes of the meeting held on 05 May 2026 be approved and signed as a true and accurate record.

5/6/26 Clerk’s Report
a.    Wrangle Show – It was noted that the Parish Council would have a stand at the Wrangle Show. The Clerk would arrange the display board and associated equipment, and Councillors would attend throughout the day.
b.    LALC Summer Conference – Details of the conference to be held on 14 July 2026 at the Lincolnshire Showground were noted. The Clerk would circulate the information to all Councillors to establish whether anyone wished to attend.
c.    AGAR – The Clerk confirmed that the completed AGAR documentation had now been submitted to the external auditors within the required timescale.
d.    Parish Liaison Meeting – The Clerk advised that the next Parish Liaison Meeting would take place on 16 June 2026. Details would be circulated and Councillors wishing to attend were asked to notify the Clerk.
e.    Pride in Place Impact Fund – An application pack had been requested. Councillors were invited to consider potential new projects that may be suitable for future funding applications.

6/6/26 To consider the purchase of a printer for the Clerk
The Clerk confirmed that a replacement printer had been purchased in accordance with the previous Council resolution.
The total purchase cost was £206.97, comprising £172.48 excluding VAT and £34.49 VAT, which would be reclaimed through the Council's VAT scheme.

7/6/26 Chair’s announcements and any relevant updates 
The Chair had nothing to report. 

8/6/26 Committee Reports
a.    HR/Staffing Committee
There were no reports. 
b.    Recreation Field Committee - to consider outstanding matters including litter bin updates, benches and electrical testing. 
The Committee reported that the area surrounding the bottle banks required attention due to litter and fly-tipping. Photographs had been forwarded to Boston Borough Council for action, and it was agreed that the area should be kept under close review ahead of the Wrangle Show.
National Grid had been contacted regarding the broken electrical meter housing and backing board. A site visit had been arranged to provide a quotation for replacement works. It was noted that these repairs should be completed before the scheduled electrical inspection of the Recreation Field.
Resolved: To purchase two replacement picnic benches, complete with grass anchor fixing kits.

9/6/26 Reports and Updates
a.    General Maintenance Contractor 
The Clerk reported that additional maintenance work had been requested, including: 
•    strimming around the pavilion, toilet block and entrance fencing; 
•    cleaning the pavilion signage and entrance doors; 
•    cutting back vegetation around the bottle banks; 
•    cleaning the toilet block; and 
•    sweeping the pavilion 
The Contractor had been asked to advise the Clerk should additional hours be required to complete these works.
b.    Wrangle Northern Star – Football Club 
The Clerk reported that revised documentation had been requested from Wrangle Northern Star Football Club following the Council's decision to permit participation by players up to Under-16 age groups. The documentation remained outstanding despite follow-up correspondence on 21 May and again prior to the meeting.
The Club had also been asked to provide a monthly update to the Council and had been encouraged to promote its activities through the village magazine, noticeboards and the forthcoming Wrangle Show. The Council confirmed its willingness to support the Club's development wherever possible.

10/6/26 Financial matters:

The accounts for payment for June were checked against the invoices to the list, confirmed as correct and signed by Cllrs T Ashton and B Bowles. It was resolved to authorise the payments.

The following income received since the previous meeting was noted:
£5,011.88 – VAT reimbursement received from HMRC following submission of the Council's VAT reclaim for the 2025/26 financial year.
b.    To receive and approve bank reconciliation and up to date budget figures to the end of April 2026 and May 2026
The Clerk advised that the bank reconciliation and budget monitoring information had been circulated prior to the meeting.
Resolved: To approve the bank reconciliation and budget monitoring information.

c.    To receive an update on setting up online banking 
The Clerk reported that Cllrs Dickason and Law had now successfully set up access to the Council’s online banking system. It was noted that online payments would be trialled following the July meeting.
d.    To review and update the bank mandate 
The Clerk reported that the request to add Cllr P Ashton to the Council's bank mandate had been submitted to Barclays. Confirmation of the amendment was awaited, and it was anticipated that the process would be completed shortly.

11/6/26 To receive an update on siting of two bus shelters on the A52 in the area of Sea Lane junction.
The installation of the concrete bases remained outstanding. The Clerk would continue to monitor progress with the contractor.

12/6/26 To receive an update on the Community Speed Sign
The Clerk reported that speed data had now been downloaded from the Community Speed Indicator Device. Further work was required to correctly interpret the data, and assistance would be sought from the Lincolnshire Road Safety Partnership.
Resolved: To approve a budget of up to £300.00 for the purchase of a replacement battery for the existing speed indicator sign.
Resolved: To obtain quotations for additional mounting brackets to enable the sign to be relocated to different approved sites around the village.

13/6/26 To note an update on Anglian Water issues 
No further updates. 

14/6/26 To receive an update on the storage options for Council records and paperwork  
It was noted that quotations for permanent storage solutions remained outstanding.
Resolved: To authorise the purchase of fireproof storage for the Clerk's home office for the secure storage of the Council laptop, USB backup and other sensitive Council records.
Resolved: To continue obtaining quotations for two filing cabinets to be located within Wrangle Parish Hall.

15/6/26 To receive an update on the allotments and associated paperwork
Negotiations with Savills regarding the allotments remain ongoing. Further updates will be provided when available.

16/6/26 To note an update on lamp post poppies and sponsored cards.
The project remains ongoing. An advert has been placed in the Wrangle Parish Magazine. 

17/6/26 To review the Annual Parish Meeting and consider any actions arising, including purchase of a tabletop notice board and identification name badges/lanyards for councillors and the clerk.
The Council discussed arrangements for the 2027 Annual Parish Meeting. It was noted that the meeting must be held between 1 March and 1 June. Members agreed that a date would be confirmed later in the year to allow sufficient time for planning and promotion.
The Clerk reported that feedback had been requested from all community groups that attended this year's meeting. Although not all responses had been received, the feedback to date suggested that:
the Annual Parish Meeting should be held on a separate evening from the Annual Parish Council Meeting to allow more time for councillors to engage with residents and community groups;
a guest speaker could be invited to increase attendance;
presentations from community groups should be better managed to ensure the meeting runs smoothly;
additional publicity should be undertaken;
local businesses should also be invited to showcase what Wrangle has to offer; and
an incentive, such as a prize draw or competition, could be considered to encourage attendance.
Resolved: To purchase a tabletop noticeboard jointly with Old Leake Parish Council, with the cost shared equally between the two councils.
Resolved: To purchase identification lanyards for councillors and the Clerk.

18/6/26 Facebook page for the Parish Council – review and consideration
Resolved: To establish an official Wrangle Parish Council Facebook page.
Resolved: That the page would initially be administered by the Clerk and Cllr Law.
Resolved: That commenting and private messaging functions would remain disabled initially, with residents continuing to contact the Council via its published email address and telephone number.

19/6/26 To review and update the Asset Register
The Council reviewed the Asset Register and considered additions following recent purchases.
Resolved: That the War Memorial be added to the Council's Asset Register at a nominal value of £1.00.
Resolved: That the Clerk's printer be added to the Council's Asset Register at its purchase cost of £172.48 (excluding VAT).

20/6/26 To receive reports of any highway’s matters
The Clerk reported that Lincolnshire County Council had been asked to provide a monthly summary of all outstanding FixMyStreet reports relating to the parish. A request had also been made for a representative to attend a future Parish Council meeting or undertake a site visit within the village alongside Parish Councillors.
It was noted that County Councillor Alistair Arundell had indicated that he could assist in arranging a ward walk, subject to confirmation. Should the visit proceed, an agenda would be prepared to ensure all outstanding highways issues were reviewed.
Councillors noted that Lincolnshire County Council had recently undertaken repairs to several potholes within the village. However, ongoing concerns remained regarding the condition of Cragmere.

Street Lighting
The Clerk reported that a quotation of £350.00 plus VAT had been received for repairs to the streetlight outside 14 Mill Lodge, Mill Lane. An updated street lighting map and revised cost schedule remained outstanding despite repeated requests to the contractor and escalation to the relevant departmental director.
Resolved: To defer consideration of the street lighting programme until the July meeting, pending receipt of the outstanding information.

Wrangle, Parish Council Monthly Update, June

Yet again, over the last 4 weeks there have been at least 2 Accidents on the roads in Wrangle. We previously wrote to Alistair, our county councilor, expressing our deep concerns regarding road safety in Wrangle but unfortunately at that moment in time, the Lincolnshire road safety partnership didn’t deem the issues to meet criteria. We would again urge Cllr Arundell to highlight the concerns that many residents in Wrangle have. Lincolnshire’s Highways Chief is due to attend Scrutiny at Boston Borough Council this week and Wrangles roads are due to be raised and discussed. 

We received reports of damage at the park in Wrangle over the bank holiday. These reports were forwarded on to Becca the Clerk. Our thanks as always to Becca for working Constructively with us on behalf of the Council. 

The New Bins for Wrangle are due to be installed shortly. 

Our thanks also to Simon for reporting issues with the bring site at the park. We passed the comments back to the council who got the bins emptied and the glass cleared up. 

The road sign at Tooley Lane has been reported to us by a resident who says it has been broken for over 10 years. This has been passed onto the team at the council to rectify. 

We support the football club in Wrangle and would encourage anyone interested in playing to attend a training session. Unfortunately, only one person turned up for the initial session. 

In the Borough, expressions of interest for Pride in Place impact funds have opened. We have passed all details onto Becca the clerk. This fund consists of 1.5 million pounds that can be bid for across the whole borough for projects. There are criteria to meet including high street rejuvenation, parks and open spaces and wayfinding. 

Work continues on the Rosegarth square scheme which has now partly opened. Other projects are also continuing including the refurbishment and expansion of the Geoff Moulder leisure Centre and the 5 lamps. 

The current PSPO for dog fouling is currently going through council with a view to extending it again for 3 years. This means that people can be issued fines for letting dogs into play areas, not picking up after their dog and also failing to have the means to pick up after their dogs. 

The council has just appointed its latest mayor. Johnathan Noble took over from Barrie Pierpoint at Mays Full council meeting. Barrie in his term raised £12,000 for his 5 different charities. 

There are several big events coming up in Boston over the next few months. Boston’s strongest and food fest on the 19th of July and B fest music event on the 2nd of August are the two biggest with smaller events planned over the summer in central park and the marketplace. The monthly makers market continues to grow and last month was also joined by the Boston Hanse festival. 

Finally, we can’t talk about events without mentioning Wrangle show which is due to be held on the 5th of July… let’s hope for a dry day.
