Notes from 15-minute public forum on 2nd December 2025
There were two members of the public present. No statements or questions were raised.

7:00pm - The Public Forum was closed and the Parish Council Meeting commenced.


Minutes of the meeting of Wrangle Parish Council held on Tuesday 2nd December at 7:00pm in The Parish Hall.

1/12/25 To receive and accept apologies and approve reasons for absence. 
Present: Cllrs T. Ashton, Dickason, Bowles, Edwards, Hill, Law, Seymour, and Wrisdale. 
Also Present: Borough Councillor Baxter and the Parish Clerk Rebecca Herberts. 
Apologies: Cllr P. Ashton. 

2/12/25 To receive reports from representatives on outside bodies:
a.    Borough Councillors - A written report was received and is appended to the minutes.
b.    County Councillor - No report received.

3/12/25 To receive declarations of interest under the Localism Act 2011 and consider any requests for dispensations. 
Cllr T. Ashton declared an interest in agenda item 17.

4/12/25 Notes of the Parish Council meeting held on 11 November 2025 to be approved and signed as the minutes.
It was resolved that the previously circulated notes be signed as the official minutes.

5/12/25 Clerk’s Report
The Clerk advised that George Danby is happy to continue cutting the orchard grass. He has sown wildflowers that need to be left to flower naturally and will continue to mulch and fertilise the trees. The Council appreciated his kind offer and will express their thanks for his continued work.

6/12/25 Chair’s announcements and any relevant updates 
The Chair, on behalf of the Council, thanked Borough Councillors Baxter and Butler for donating and installing the Christmas tree and for the work they have carried out, and continue to carry out, for the Parish Council and the community.

b.    To report bank balances
Balances in the bank were reported as of 30/11/25. Bank reconciliation and budget review were circulated prior to the meeting.

c.    To receive an update on setting up online banking
Cllr Clare Law confirmed that the online banking account had been set up and that she was awaiting the card and card reader. The Clerk reiterated that more than one councillor must be set up to enable the transition from cheque payments to electronic payments, in line with the requirement for two councillor authorisations.

08/12/25 Recreation Field:
a.    To review the Football Club Agreement 
The Clerk has drafted the agreement. Legal advice is required to finalise the document. Advice was sought from LALC, who are unable to offer legal advice. The Council’s insurer was also contacted but could not assist due to the size of the document. Borough Councillor Baxter advised that Boston Borough Council may be able to assist. The Clerk will email the agreement and details of the advice required to Borough Councillor Baxter.
b.    To discuss cleaning the dykes and the culvert pipe
No further suggestions were received from Witham Fourth. Cllr Clare Law identified another potential contractor. The Clerk has contacted them and will arrange a site visit.
c.    To discuss the Litter Bin request sent to Boston Borough Council  
Boston Borough Council responded that two of the four requested additional bins were approved. Approved locations were the lay-by near The Ranch food outlet and outside the Primary School. Rejected locations were Camms Lane lay-by and the bus stop near Tooley Lane on the A52.
It was resolved that this information be sent to Borough Councillor Butler to see if further assistance could be provided.
d.    Any other matters 
It was agreed that quotes for benches would be obtained for the recreation field.

9/12/25 To receive an update on the siting of two bus shelters on the A52 in the area of Sea Lane junction.
The bus shelters are on order with the supplier. The local business that offered to provide concrete for the bases has been contacted.

10/12/25 To receive an update regarding the Community Speed Sign
The post for the sign has been ordered. The lead time for installation is approximately three months, after which the sign will be ordered.

11/12/25 To receive an update on the upgrades to Lockhamgate and Tooley Lane streetlights.
Boston Borough Council has been chased for dates for the work to be carried out on both lights.

7:33pm – Cllr Russell Hill arrived. 

12/12/25 To note the advertisement for the General Maintenance Contractor and agree next steps.
Dates will be arranged to meet with the interested parties

13/12/25 To discuss grass and hedge cutting contracts/tenders.
Four quotes were requested and two were received. It was resolved to award Lucy’s Lawns and Ground Care the hedge cutting contract.
A visit to the parish paths will be arranged to determine which require cutting.

14/12/25 To discuss maintaining the Parish Website
This is an ongoing project. 
 
15/12/25 To discuss Anglian Water issues. 
Cllr T. Ashton will contact Anglian Water to request attendance at a future Parish Council meeting.


16/12/25 To discuss storage options for Council records and paperwork. 
Dates for progressing this matter will be circulated.

Cllr T. Ashton left the meeting for item 17 due to a declared interest.

17/12/25 To review the allotments and associated paperwork.
Following the termination of the previous tenancy, the Council considered future options for the parish land. Members noted that the larger field could be let for agricultural use while the smaller field could be retained to explore the potential provision of small family allotments.
It was agreed that further investigation is required, including the suitability of the land, availability of water and parking, and appropriate tenancy arrangements. The Clerk was asked to research relevant guidance, including any residency requirements for allotment tenants, and to make initial enquiries with the Church Commissioners regarding permitted use of the land.

Cllr T. Ashton returned to the room.

18/12/25 To discuss the draft budget for the year ending 31 March 2027
The draft budget was discussed at length. It was resolved to set the precept for the year ending 31 March 2027 at £50000.00. 

19/12/25 To discuss Local Government Association Coastal Group associate membership.
Information was circulated prior to the meeting. Following a discussion, it was resolved to sign up to the LGA Coastal Group. 

20/12/25 To review meeting dates for 2026.
The meeting dates for 2026 were reviewed and approved, subject to confirmation of an alternative venue for one meeting. The agreed dates are as follows:

21/12/25 To receive reports of any highway’s matters.
a.    Borough Councillor Baxter confirmed he had reported the A52 guttering issue to Lincolnshire County Council.
b.    County Councillor Arundell confirmed to Lincolnshire County Council that he supports a review of the speed limit on Chapel Lane.
c.    A section of pavement on the A52 that dips and collects water was reported. Lincolnshire County Council inspected the area and confirmed no further work was required.

Wrangle Parish Update December 2025

Callum visited a resident down Tooley Lane about a streetlight and Becca has updated us about repair.

Communications- As you are aware some BBC meetings are screened and can be watched on you tube-Full Council, Cabinet, Planning Committee, Licencing, Scrutiny. Agendas, minutes, and meeting dates are all on the BBC website. On the BBC Facebook site items are posted about news and updates.

Locally we have a Facebook site and post on there things of interest and also share posts on the Wrangle Community Site. It is good that the Parish Council minutes are posted in the village news. In between Council meetings we regularly contact Becca.

County Councillor Communications-We have recently emailed Becca and sent on emails from Cllr Arundell. Things are taking some time for him to reply. We have contacted the Highways manager, and the protocol is still that issues have to be raised through the LCC councillor. We met Cllr Arundell when he was first elected and after talking to Becca, we gave him a list of things outstanding. Some things have been added now. We have asked that he chase these up or we meet up again. The main issue is that some of our residents do not appreciate that it is LCC that control certain services and contact us or the Parish Council. We note as well concerns expressed by the Councillors that he does not attend Parish Council meetings.

We have suggested to Becca various options. The BBC leader will support us in contacting the LCC leader. We could send a joint e-mail. Another alternative is that with all issues we tell residents to contact him direct and raise their issues. 

Lincs Digital Session. We sent through a poster about this free event 17th January at Jackie’s coffee morning. Please support this. We set this up following some ward cases where residents could not use computer to register for Housing.

Borough Updates-

Local Government Reorganisation. Following lots of consultations, briefings, and public meetings the submission from the partnership will be sent for 28th November. We will give updates on its progress. Thanks to all those who have been involved.

Funding-The Borough has been successful in being awarded various funding to cover various projects. One will involve funding being available to rural areas. Work progresses on Rosegarth and Geoff Moulder projects.

We would like to say a big thank you to Becca for all her hard work in dealing with our many e-mails…also to all Councillors for allowing us to contribute at meetings and working together for our residents and community.
